Despite the complexity of construction megaprojects, proactive project management can unlock the potential of construction productivity. The research aims to develop a dynamic and systematic model for assessing and enhancing construction megaprojects in China. To achieve this goal, it aims to meet five specific objectives. In this study, we investigated three Chinese megaprojects: Hong Kong-Zhuhai-Macau Bridge Island Tunnel Project, Foshan West Railway Station Comprehensive Transportation Hub Project, and Kunming Comprehensive International Transportation Hub. We explored the TDMRs in detail and discussed their interactions. We found that all three of the megaprojects featured a high degree of technical complexity. Moreover, we included both construction and operations stakeholders in our study.

For megaprojects, careful risk allocation is essential. In particular, careful contract drafting attempts to allocate legal consequences among the parties and shift risk away from the owner or lender. Although risk exposure can be controlled to some extent, proactive project management is crucial to the project’s success. If these issues are not addressed, the project can face a high degree of risk. We must consider these risks and mitigate them as early as possible. Once we have identified the risks and mitigate them, the construction megaprojects can proceed smoothly.
